The State of Vaud continues to pay all cantonal financial aid and to process new requests. State staff are on standby to answer phone calls, emails and letters from concerned citizens regarding support during the COVID19 crisis. Amongst the many measure which the State of Vaud are implementing are a number of specific activities which support vulnerable groups. Assistance for vulnerable groups can be broken into two categories, the first of these is Financial Help (link to the site here), of these the following 3 are the most relevant.

Health Insurance Subsidies

The canton of Vaud grants subsidies to finance part or all the compulsory health insurance premiums based on actual income. Financial assistance does not concern supplementary insurance. The objective of the subsidy is to limit the charge relating to health insurance premiums to 10% of your decisive income.

Integration Income (social assistance)

If family’s income is not sufficient to meet their basic needs, it is possible for them to apply for an integration allowance. This integration Allowance offer financial assistance for your maintenance and rent. It also allows for additional qualification for benefits from social and / or professional integration measures based on the personal situation of the individual and/or their family and on the basis of a personalised assessment.

Additional Family Benefit

The cantonal additional family benefits are intended for families with children under 16 who are working and who cannot cover the basic needs of their household needs. With the additional financial support, the families concerned do not need to resort to social assistance and can maintain or even increase their employment income without losing current support. The additional family benefits consist of a monthly financial benefit and the reimbursement of duly proven care and sickness costs:

  1. Monthly benefit

The monthly benefit compensates for the difference between a family's own income and the amount of expenses recognised for that family. They cover the basic needs of the whole family when there are children between 0 and less than 6 years old. If the children are older (between 6 and 16 years old), the Family PCs only cover the basic needs of the children.

  1. Reimbursement of childcare costs

The costs of childcare performed in a recognised day care centre can be reimbursed if they are linked to the rate of employment activity or parent training (the amount reimbursed is capped).

  1. Reimbursement of sickness costs

Certain illness costs are recognized (for example the deductible for basic insurance and certain dental costs) and can be reimbursed provided they are duly established and not covered by other insurance. Under certain conditions, childcare and sickness costs can be reimbursed to people who are not entitled to Family PCs because their income is slightly higher than their expenses

 

The second area of assistance offered to vulnerable groups is help with daily life. The assistance and services under this sphere of includes;

  • Home meal delivery
  • Shopping and home delivery
  • Transport to people with reduced mobility (for example for those receiving ongoing treatment in hospital, or need to visit a doctor or pharmacist)
  • Respite for caregivers
  • Emergency home support by a professional assistant (especially for people with disabilities)
  • Child minder service for parents at home during a period of absence (for example in the event of medical appointments)
  • Help with housework (washing and cleaning)
  • Help to make payments and get cash,
  • reassure, maintain a bond and maintain a social life by telephone contacts.
