Introduction to the Programme

ESN: who we are and what we do

The European Social Network (ESN) is the network of directors of social services with members across the European Union. Our members’ responsibilities can include social, health, youth, employment, social benefits, housing services and policies. The aims of ESN are:

• to promote social justice and inclusion, quality social care and partnership with service users;
• to facilitate the exchange of best practice between social care managers, professionals and other stakeholders;
• to support the role of local and regional providers of social services in the field of social and health care.

ESN has been active at the European level in policy analysis, promotion and dissemination in the field of social inclusion since it was established in 1995. Our policy documents include: Towards a People’s Europe, Building Partnerships for an Inclusive Europe, European Strategy in the Field of Poverty and Social Inclusion and an expert policy paper for the EU peer review in Hungary Basic Social Services in Rural Settlements – Village and Remote Homestead Community Care-Giving.

During the past three years, ESN has also carried out several EU projects in the area of social inclusion and antidiscrimination, namely Managing Diversity in Health and Social Care and Promoting Social Inclusion for Unaccompanied Young Asylum-Seekers and Refugees.

ESN has organised and held the annual European Social Services Conference every year since 1993. This is attended by around 400 European, national, regional and local policy-makers as well as directors and practitioners from social services and service users from across the 25 EU countries and beyond. The conference works closely with the country holding the EU Presidency and has a strong emphasis on social inclusion. The 2005 Edinburgh and 2004 Dublin conferences were entitled Putting People First and Delivering Quality and Access respectively.

ESN: a key European network for social inclusion

As one of the key European networks in the fight against poverty and social exclusion, ESN is co-funded by the European Union in the framework of the Community Action Programme to Combat Social Exclusion 2002–2006. The purpose of this EU programme is to reinforce European networks’ capacity to play an active role in the support of the Social Inclusion Process, which coordinates social inclusion polices among EU member states. In this context, the networks should in particular contribute to the preparation, development and implementation of the National Action Plans on Social Inclusion (NAPs).

As the network of social services providers, ESN aims to enhance the role of its member organisations (national associations of social services) in the NAP process. ESN is committed to furthering the European Commission’s aim to enhance the participation of local and regional government in the NAP process and the broader Social Inclusion Process. The network has built a strong programme around this commitment.

Programme management

The programme is led by a steering group drawn from ESN members across Europe; its members are: Diputació de Barcelona (province of Barcelona, Spain), Regione del Veneto (Italy), the Vereniging Van Vlaamse OCMW-Secretarissen (VVOS, Flemish association of directors of social services, Belgium), the Föreningen van Sveriges Socialchefer (FSS, Swedish association of directors of social services), the Svaz Mest a Obcí Ceské Republiky (SMOCR, Union of Towns and Municipalities, Czech Republic) and l’Union Nationale des Centres Communaux d'Action Sociale (UNCCAS, association of social welfare centres, France). The ESN secretariat looks after the day-to-day management of the programme.

Inclusion Seminars

ESN is organising six inclusion seminars, of which five will be thematic and the sixth a review of the implementation of the National Action Plans and the role of social services within the Social Inclusion Process. The five thematic seminars are based on the social inclusion priority areas as identified in the EU Joint Report on Social Protection and Social Inclusion 2005. They are, together with the dates and venues:

• Social and Employment Activation, Metz, 25-26 October

Year II (2007)
• Child Poverty, Copenhagen, 14-16 March
• Long-term care, Prague, July (dates to be confirmed)
• Social Inclusion Review, Brussels, November (dates to be confirmed)

The seminar programme will raise awareness of the NAPs/Inclusion and the wider Social Inclusion Process among local and regional social services and organisations representing the interests of people affected by poverty and social exclusion. The seminars will analyse this issue from the perspective of local and regional authorities in the participating countries, particularly with a view to examining and evaluating indicators, NAPs and examples of good practice. It is intended that these seminars, as well as allowing delegates to learn from each other’s approaches to social exclusion, may allow ESN and its members to contribute in a constructive manner to the preparation of the NAPs and to participate more fully in the Social Inclusion Process.

Monitoring the NAPs/Inclusion

ESN monitors the preparation and implementation of the NAPs, especially with regard to the consultation of local and regional social services. It thus enhances the profile of local government and encourages national governments to involve them actively. ESN also seeks to activate its own members to promote their participation in the NAPs.

Communication (awareness-raising and dissemination of results)

ESN publishes a monthly e-newsletter promoting social inclusion inclusion which is disseminated to network members and their own members. This contains examples of good practice on a particular theme, updates on the NAPs, news on inclusion seminars (including seminar reports and recommendations).

A report analysing the preparation of the NAPs – especially in terms of the participation of local and regional social services - will be published towards the end of 2006. It will be distributed to all national governments, the European Commission, the EU Social Protection Committee, ESN members and other relevant organisations.

In advance of each thematic seminar, ESN produces a policy paper, reviewing EU and national policy and current practice in a given area. A set of recommendations for the attention of European and national policy-makers as well as local and regional social services will be produced following a seminar. ESN will ensure a wide dissemination of both documents through the e-newsletter, contact with national governments and the European Commission, and other European events.
