In recent years, there has been an increasing focus on the need to ensure greater cooperation between services in order to improve their efficiency (processes/outputs) and the outcomes for services users. The European Social Network (ESN) is seeking to contribute to the debate on integrated services and we are looking for external experts to help us in the process.

Expected tasks

The main task is to carry out a practice review with the aim to present the state of play in regards to integrated services across Europe, as well as to identify and analyse current practice of public authorities’ integrated services delivery covering four key sectors: education, employment, health and social services.

The review should address any possible combination across sectors as long as it includes social services, such as health and social services, employment and social services, education and social services (horizontal), or across government, for example, regional and local (vertical).

Required expertise

  • Expertise about legal and policy frameworks in regards to services coordination, with a focus on social services across various groups of service users – from children through adults with disabilities to the elderly, and across European countries

  • Ability to analyse questionnaires, data and practices from public authorities across Europe

  • Demonstrated capacity to deliver high quality outputs in an agreed timeframe
