The Gloucestershire employment team manages the programme, which operates out of six drop-in centres across the county. The team's role is to assist people with learning disabilities (LD) in developing their skills and independence, thereby reducing (if not completely eliminating) the need for long-term social care support or a package of care - the services put together to meet a person's assessed needs as part of the care plan. The team assists people with LD in finding work. People with LD are diverted from requiring statutory services because they have the skills, training, and experience needed to get and keep a job.

People with disabilities receive employment assistance at the council's front door. Prior to their annual reassessment, everyone receiving council assistance is directed to the employment team. All new cases are initially referred to the employment team before being assessed by social workers and a decision on the need for a package of care is made.
