The council created the "Help for Older People" programme, also known as "Hilfe im hohen Alter," in 1996. This initiative led to the creation of the elder’s office, which was started by the mayor of Vienna. He has the Viennese seniors’ officer as his designated representative.

The Vienna Social Fund, where the senior’s office is set up and located, receives funding from the local government. The initiative's goal is to assist senior citizens in learning about their options for staying. They can seek assistance and guidance about care, if necessary, while being autonomous and independent.
