: A Local Plan of Social Inclusion (PLIS) is a framework for community-oriented and area-based interventions addressing the social inclusion of various user groups (e.g., immigrants, socially excluded people) via a network approach involving multiple stakeholders and with the local civil service assuming leadership over each PLIS.

The regional government, local governments, non-governmental organisations (NGOs), and citizens are all involved in the network approach.

A PLS can address issues such as health care, social exclusion, the labour market, older people, youth unemployment, infrastructures, social participation, training, immigration, and minorities.

The Catalan government, municipalities, NGOs, citizens, and collaborators reach an institutional agreement to implement a community development plan.

At the technical level, a technical team comprised of a Catalan government representative and a municipality representative, an NGO panel group, and the technical commission collaborate with a Community Team. A Community Manager leads the Community Team. At the operational level, different working groups come together around those issues relevant for the individual PLIS.

Aims: to promote social inclusion and cohesion, open dialogue and participation between society and the civil service are encouraged; establishing a forum for dialogue between politicians and citizens; Improve the administration and quality of government policies and services; gaining knowledge of local life realities (for example, a town) Making quantitative data available to the general public, including specific indicators and qualitative data that reflect the opinions and perspectives of PLIS participants.
