Homelessness was a significant problem in the city before Odense started this programme. For instance, in 2009, there were roughly 208 homeless persons in Odense, and as of 2022, out of a total population of 206,000, there are currently 117 homeless people in Odense. Odense launched the Housing First project to solve the issue.

The project's objectives are to decrease homelessness in Odense, shorten the waiting period for social housing, and improve the long-term social inclusion of those without a place to live or who depend on social housing support.

Since 2009, Odense has collaborated with Housing First. We have successfully dealt with homeless people and vulnerable citizens using the Housing First strategy. While it has increased nationally, Odense has been successful in significantly reducing homelessness.
According to this guideline, Odense provides housing to a homeless individual within three months.
For those who require assistance maintaining their houses, further support is provided. This may involve assisting in organising everyday activities, practical duties, or finances. The individual in need receives routine follow-up support from a social worker through talks, assistance contacting public institutions, and comprehension letters.

To further promote social inclusion, the municipality offers assistance based on each citizen's circumstances and issues. It can, for example, be about finances, health, substance abuse treatment, networks, support persons and employment/education, which must be taken care of to move into your home and maintain the house.
