European Quality Framework for Long-term care services

National WeDO coalitions are now taking forward the WeDO quality framework at national level in Austria, Belgium, the Czech Republic, Finland, France, Germany, Greece, Ireland, Italy, the Netherlands, Slovenia Spain and Sweden.

WeDO (Wellbeing and Dignity of Older people) was a European project (2010-2012) involving 18 partners from 12 countries. It was coordinated by AGE Platform Europe and co-financed by the European Commission. ESN joined the coalition of stakeholders supporting the project at European level and contributed to the development of a European Quality Framework for Long-term care services. According to its principles, a quality service should be:

  • Respectful of human rights and dignity

  • Person-centred

  • Preventive and rehabilitative

  • Available

  • Accessible

  • Affordable

  • Comprehensive

  • Continuous

  • Outcome oriented and evidence based

  • Transparent

  • Gender and culture sensitive

  •  

 

The quality framework was translated into eleven languages (Czech, Dutch, English, Finnish, French, German, Greek, Italian, Swedish, Slovene and Spanish) and all are available via European Quality Framework for Long-term care services.

The objective of the WeDO project was to develop a lasting and growing partnership of organisations at all levels to promote the wellbeing and dignity of vulnerable and disabled older people and prevent elder abuse at all levels and in all settings through the promotion of quality long-term care.

The EU quality framework could influence legislation reforms in different countries, for exampleFinland, Slovenia and Greece. In Ireland, the Minister of State endorsed the quality principles and our Austrian partners are currently developing a checklist based on the EU Quality Framework through simple questions, targeting different groups.
