The Social Services Index is an initiative launched by the European Social Network in 2023 to understand and compare the situation for social services across European countries. With the support of our members in the European Semester Reference Group and others, we gather data and develop national info-sheets based on three pillars:

  • Social rights and policy
  • Economic investment in social services
  • Social services coverage

The data collected across these three pillars aims to provide evidence for the European Commission to formulate its recommendations for national governments within the framework of the European Semester. Each national info-sheet presents recommendations from the perspective of social services to the European Commission so that the Commission can include them in future reports to national governments.
