The Finnish National Institute for Health and Welfare (THL), based in Helsinki, is an expert agency that provides data on health and welfare for decision-making, policy and programme implementation in the field. The Institute studies, monitors, and develops measures to promote the wellbeing and health of the population, gathers and produces information based on research and data. The Institute also provides expertise to support decision-making.
