Homelessness is one of Europe’s most pressing social challenges, affecting at least 895,000 individuals across the continent. Despite advancements in rights-based and housing-led approaches, gaps in systematic monitoring and evaluation frameworks have hindered the effectiveness of homelessness services.
COMHOM is a three-year project funded by the European Social Fund (ESF+), aiming to transform the response to homelessness through digitalisation, social innovation, and data-driven tools. The project focuses on improving the collection, sharing, and use of data on homelessness through the development of a standardised Monitoring & Evaluation (M&E) framework and the creation of the COMHOM digital platform.
ESN plays a key role in the COMHOM project by engaging with key stakeholders and sharing knowledge to ensure the project’s outputs are practical and impactful.
ESN is leading the development of communication and dissemination efforts for COMHOM. This includes producing tailored communication materials to maximise outreach and engagement. In the final phase of the project, ESN will also lead on developing policy recommendations for innovation in homelessness data collection and analysis.
In January 2025, ESN attended the official COMHOM kick-off meeting that was held in Barcelona, Spain hosted by Sant Joan de Déu.
In December 2025, ESN attended the first in-person Capacity Building meeting in Athens, Greece.
