ESN members from Malta identify the most important common challenges facing social services, relating to three principles of the European Pillar of Social Rights and recommendations for the 2023 European Semester.

Adequate level of income for families who are at a social and economic disadvantage and increased competence of social services in violence prevention are recommended to reduce incidence of domestic violence. The implementation of the National Strategy on the Rights of Disabled Persons should also be closely monitored to achieve the goal of deinstitutionalising long-term care. Given the limited number of places in homeless shelters in Malta, social services should ensure that people at risk of homelessness are provided with housing opportunities within the community.
