The Social Services Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan (SSA) provides extensive support to vulnerable groups. Services include home-based care for lonely elderly individuals, disabled persons, and those in terminal stages of disease. The SSA also offers health resort vouchers for disabled individuals and martyr families, protection for children without parental care, and adoption services. Disabled war veterans and martyr families receive home provisions and cars as per Article 501. Rehabilitation services cater to disabled people of all ages, while social services support those released from prison and victims of domestic violence and human trafficking.
