People living in neighbourhoods with high social vulnerability, lack of access to housing and/or substandard housing, insufficient or inadequate public spaces or facilities, and often a weak community fabric due to the lack of generational renewal or adaptation to new needs. These situations directly impact the opportunities and rights of the people living in these neighbourhoods. The Programme plans to promote comprehensive intervention policies in these neighbourhoods and with this population, putting the social axis, working with people first, fighting against inequality, and promoting equal opportunities, territorial balance and social cohesion.
