Social services are a fundamental part of social protection systems across the EU and play a key role in improving people's lives. They are also a lever for delivering on the political commitment of the European Union to promote social inclusion, employment and cohesion and cut across EU policy strategies and initiatives to promote sustainable employment and inclusive growth, especially in the wake of the impact of Covid-19.

In response to the recent report of the High Level Group on the Future of the Welfare State, the European Social Network and Eurodiaconia have developed common proposals for the European Commission and national governments on the following questions:

• the implementation of EU legal and policy frameworks
• financing 
• the challenges intrinsic to the sector, such as workforce, digitalisation, and the growing complexity and evolution of the needs of people using social services.
