ESN’s working group on 'Leadership, performance and innovation' has recently
held a special meeting on evidence-based practice. Participants
looked at different types of data needed to build evidence-based
strategies, how new practices can become evidence of what works
and what are the barriers in applying evidence, among others.
Besides testing existing practices, social services need to create
innovative new models to meet new social needs or current needs
in better ways. Research and evidence may become a new driver of
policy development and service design, alongside social values,
professional ethics, human rights, political priorities and economic
realities.

Launch
of the new website
ESN started the New Year with the launch of its new website.
We now feature a Practice Library with hundreds of practice

describes the philosophical, regulatory, social and financial

reform for active inclusion of young people with health
problems or disabilities
ESN's CEO, John Halloran, spoke at a recent conference
on the importance of regional and local government to
the successful implementation of inclusion and employment
policies. |

We published our 2013 work programme for ESN Members'
review. Our Spring Seminar to be held in cooperation with
ESN’s Finnish Coalition in Helsinki on the 18-19
April will cover the theme of ‘Choice and control
for service users’. Also, we welcomed four new Member
organisations in the past month and received the visit
of our Member, the Ministry of Labour and Social Welfare
of Kosovo. More news in the Members' Area. |

EU presidency
Ireland took over the EU Presidency promising a
“people-centred recovery designed to last”,
with the Social Investment Package most likely to
be at the top of the social agenda.

The report of the 'Third European Quality of Life Survey
(EQLS)' was published in December 2012 and has a particular
focus on the impact of the crisis. |

Guarantee Scheme
The recently proposed Youth Guarantees Scheme, aimed at
ensuring that no young person in the EU goes without a
job, education or training for more than four months,
has won strong support in the European Parliament. |
