The National Strategy for the Integration of Homeless People 2009-2015 (ENIPSA) places a national priority on integrated interventions for homeless people, with a focus on the coordination of interventions by various actors in the establishment of so-called "Planning and Intervention Centers for Homeless People (NPISA)."

Isolated individuals, homeless families, and people with unstable housing in the Lisbon area, including asylum seekers or refugees, are among the target groups.

Aims: To provide care and social assistance to people in emergency situations and/or at serious social risk throughout their lives. Providing homeless people with integrated, profitable, and adequate social inclusion services

Future goals include restructuring existing services by resizing existing resources and developing new solutions, reducing emergency response times, and increasing capacity in inclusion projects to at least 150 people. Increase the integration of services for homeless people and people with a migration background.
