The European Union has recognised that activating and enabling social services play a vital role in lifting the most vulnerable people out of poverty and social exclusion. Combining minimum income, or similar financial benefits schemes, with accompanying social services support in an integrated manner, helps to build an enabling ecosystem that fosters the economic and social inclusion of minimum income beneficiaries.

This report discusses how the different services available to people in situations of poverty or social exclusion can work together to support them in an integrated way to achieve the greatest possible impact.
