ECSILI - Empowering Communities: A Local Action Plan for Social Inclusion and Labour Integration of Refugees

As the war in Ukraine persists, the social inclusion of Ukrainian refugees within their host communities in Europe has become an increasingly urgent issue. Despite institutional efforts, language barriers, inability to access public services and skills mismatch are the most significant causes of their inactivity and social exclusion.

The ESN-led ECSILI – Empowering Communities Project is funded by the ESF+ Social Innovation+ Initiative. It stands as a concrete effort to address these societal consequences of the war in Ukraine within the partner municipalities of Warsaw, Poland and Arad, Romania. ECSILI was inspired by ERACIS, the successful Regional Strategy for Social Cohesion and Inclusion in the Spanish region of Andalusia. 

Over 18 months, the ECSILI Consortium will aim to create and implement a Local Action Plan tailored to the cities’ needs for the social and labour market inclusion of Ukrainian Refugees within the respective municipalities. With the guidance of the Regional Government of Andalusia and the intervention of SkillLab to create a Skills Profiling tool for professional matchmaking, ECSILI will aim to reach 50 refugees in the municipality of Arad and 80 in Warsaw.   

ESN, as Project Coordinator, is responsible for ensuring the effective implementation of the project activities, the timely production of deliverables, adherence to the allocated budget and dissemination of the project outcomes.

ESN will oversee the achievement of qualitative outcomes, monitoring project progress and preparing periodic reports and creating and implementing an effective communication and dissemination strategy. 

On May 8 and 9, ESN hosted the ECSILI Kick-Off Meeting in Brussels, joining together consortium partners to discuss all elements of the project and its project roadmap.
